How are contacts stored?

I am wondering how and where contacts are stored in
Outlook. I realize you can export contacts to a file, but
how does Outlook save contacts prior to that?

I am trying to retrieve information and personal settings
for a user whose computer will not boot up. I simply need
to know which files to copy over in order to restore her
contacts to her new computer. I thought copying over
the .pst would do it, but apparently contacts are not kept
there.

Contacts, like all other Outlook data, are stored in the PST file. What has
lead you to believe they are not?
 
How did you "copy over" the file?
When done correctly the Contacts will persist along with all other Contact
data. Contacts are not stored separately. PAB files have not been in general
use for several years now.
