Quick question: If you demote a DC and then add a new
one, how will the users accounts from AD be effected?

Please provide more details so that others can offer their assistance, i.e.
at which stage did the promotion fails? what error message do you get...etc.

In general, verify your network connectivity and DNS configuration first
before the promotion. If this is OK, DCPROMO should be ok.

When you demote a DC, it becomes a standalone server. All domain related
information (i.e. the AD database) will be wiped out.

Promoting the machine again is equivalent to promoting a new machine to a
DC. If joing an existing domain, the AD data will be replicated from
existing DCs.
