You question is confusing -- AD is a domain database
and distinct from any "local account" on a particular computer.

There is a local account on a DC but it is only used in the special
"Directory Services Restore Mode" (or for Recovery Console)
and is not accessible when booting normally.

If you use a workstation in a domain, there is a local admin account;
you must select the MACHINE NAME as the domain but it is
normal to logon to your domain account FROM that machine.

We know nothing about your "3rd party software" and how or why
it would reset the local admin password.
