I have a user who places items on their keyboard in order to circumvent
timeout locking of the system. Is there a way to detect this activity, i.e.,
1000 keypresses of the same key, and kick-off a script that locks the system?

Yes. It's called taking that user's email and Internet use privileges away
as they are not conforming to company's computer usage & security policies.

Seriously, no one has spoken to this user and explained why this is bad for
his/her individual computer and why it is VERY BAD for the company's
security? And, it someone has spoken to this user and they are still doing
this, no one has disciplined him/her?

Unfortunately, they own the business...

How well does the owner know computers?
You could feed him some BS story that putting items on the keyboard could
fry the motherboard or processor or keyboard. Once you mention stuff like to
an owner of a company that it costs money, they usually stop. (Even through
it probably wont fry anything) Or like Scott M said.....change the lockout
time to 30 minutes for that one person.

Do what I did,

Buy a Digital Persona Finger Print scanner and use that to have the user
authenticate with it. It's not hard to sell if you tell them all they have to
do is touch a pad to unlock their PC... thus avoiding frying their
motherboard and casuing a rift in the space time continuum from the vortex it
would ensue :-)

accessibility options
filter keys
maybe modify settings for shorter time allowance
see how that works

good luck
