How 128-bit encryption?

My OS is win2k, browser is IE6, connecting to Internet
via a router and cable-modem.

Usually it surfs the Interet well. BUT, when I visit
the sites of BCIS, it doesn't display the page and
says:

" The page must be viewed with a high-security Web
browser

The page you are trying to view requires the use
of a Web browser configured for 128-bit encryption."

What is the error of the configuration of my IE6?

It told you. Your don't have the minimum level of 128-bit encryption that
the site requires. Look under IE's Help menu to see what level is shown.
If less than 128 bits, go to http://www.microsoft.com/downloads
for Windows 2000 with keyword "encryption", and download and install the
high encryption pack. A [re]install of IE6 (to reinstall all components
instead of just refresh) probably would work, too.

IE's security is in the: Tools |Internet Option |
Security. There are four zones for security setting, I
did not find any zone related to 128-bit or so setting.

Could you tell where the security setting is that should
be 128-bit encryption?
