Housekeeping files from c drive

I an running out of space on my c drive and would like to delete as many
unnecessary files as possible, or move them to another drive.
Is there any documentation on what Windows stuff can go or be moved?
In particular there are about 60 folders with names like
$NtUninstallKB329115$,
and several large CABs like driver.cab, sp3.cab, sp4.cab in C:\WINNT\Driver
Cache\i386.
I am running Windows 2000 Professional 5.00.2195 Service Pack 4.

The $NtUninstallXXX$ folders are only needed if you want
to uninstall an update. As for the .CAB files I would not
delete them. Also clean out your temporary internet
files, and you may want to srink your page file.
 
Why can't the CAB files be moved to another drive and just moved back if
required?
I had already sorted the internet and page files.
