FP2000 doesn't have that ability, that is where the Jimco add-in comes
in for working with hotspots.

OK, I removed the image's link. Each time I add a hotspot, I'm
prompted to
create a hyperlink. I create a meaningless hyperlink, come back to the
hotspot
and go to its properties and I'm taken to "Edit Hyperlink". I never
get to a point
where I can add "Alternate Text". Again, I'm using FP2000. On one of
MS's
KB pages it appears that perhaps a later version of FP might have this
capability??

A hotspot is only a part of the image and can't be applied if the
entire image already has a link
