Hotmail/Outlook Problem

I have spent 3 weeks trying to get this issue resolved and I've had 2 of my
own IT experts look at the issue. It's all pver Google. I think Microsoft has
a major problem and won't let us know what the solution is, or hasn't found
one yet.
 
Outlook 2007 with Outlook Connector V12.1 does not upload mail from my
hotmail (msn.com) address. It keeps asking for user ID and password no matter
how many times you put it in. This was not a problem until hotmail was
changed to "live".
