I have a customer with a Win XP SP1 installation, using IE 6.0.2800.1106, and
wininet.dll version 6.0.2800.1400, experiencing exactly the symptoms
described in Q812935. User has no control over the server involved and so
cannot change the header (https://online.gascard.net/). User has unchecked
the box in Internet options for Do Not Save Encrypted Files, but files will
still not open directly from the server.

Can I obtain the hotfix?

See the instructions for obtaining the hotfix at
http://support.microsoft.com/?kbid=812935. If the tech you speak with
determines the hotfix is your you, (s)he'll provide it free of charge as
long as you don't ask any other questions.

or

Check in at Windows Update to install any available Critical Updates,
including SP2.

You have a version of wininet.dll which supersedes the version
provided by the hotfix. Try using the equivalent RTMQFE version
from the latest cumulative security patch first.

Good luck
