Hotbar

I have a user (I am a desktop tech) who loaded the HOTBAR
on her work PC. She has since decided that she doesn't
want it. This is a Windows2000 PC. I have tried
unsuccessfully to uninstall this product. I have deleted
the folders through Windows Explorer, deleted them with
DOS, etc... Regardless of what I try, this app continues
to open in everything! How can I get this app off of this
PC?
