Hot to change locked computer message

What I am trying to do is check the message that is
displayed when the computer is locked under windows 2000,
I have the login banner working fine but would like to
change the locked message as well.

Program called Resource Hacker, open msgina.dll from the system32 directory,
edit it as needed, boot comp in recovery console, replace edited version
with new version, reboot
 
With full understanding that you have no support for that component from anyone
including MS at that point. Also if you use the same file name instead of doing
the GINA Swap procedures, you are likely to have it revert when a new version of
the GINA code comes out in a hot fix or SP.
