Hot Links/Favorites always default to the first window

For some reason several of my Favorite Hot Links will
always cause the web page to be opened in the first IE
window that I have opened and not from the IE window that
I select the Hot link from. It doesn't happen on all of my
links, only some of them. How do I fix this?
