Hot Fixes for Internet Explorer 6 without SP1

I have noticed that the last two Internet Explorer Rollup
patches cannot be used on Internet Explorer 6 if you do
not have SP1 loaded. My question is are you at risk to the
flaws patched by MS03-040 if you do not have Service Pack
1 for IE 6 installed, or do the flaws corrected by MS03-
030 not apply to Internet Explorer 6 without SP1 loaded?
