HOT BAR - Add Color To Your Email

I need to removed HOT BAR from my PC and it will not let
me delete this. When I move it to my recycle bin and then
run delete, it just reinstalls it again. Can anyone help
me?
 
while on the subject of hotbar, does anyone know how it works with Outlook
Express? I know that there is no published API for it, but hot bar doesnt
seem to care..
