Hosts File Editing

Whenever I edit the Hosts file, I have to do a right-click, Open, then
select the application to open it with. This box does not allow the
'always use the selected program...' option.

Is there any way to get the Hosts file to always open with the same
application? Since it does not have a suffix, I can't tie it to an
application.

You can open in by going to Start > Run and typing:

notepad %windir%\system32\drivers\etc\hosts
 
If you want to you can add notepad to the "send to" items and then when you
right click on the host file select send to notepad.
You will need to show hidden files and folders to see the send to menu under
your user name.

Thanks to everyone for their help. The Hosts file is too large for
Notepad, so I added Wordpad to the 'send to' list. Works great.

But, no one answered my original question. Is there a way to tie the
Hosts file with an application, like .doc files are tied to Word
and .xls files are tied to Excel?

No, the "association" (which is what having doc files open in Word is
called) is between an application and an extension. There's no way to
do it by file name.
