Host machine doesn't lock

The host machine I have does not lock out local users
when I connect remotely. This results in the connection
being lost whenever a local user signs onto the host
machine.

How do I set the connection so local users are locked out?
 
You won't be able to do that with the current implementation of remote
desktop...

The answer to my question sounds like there is an
implementation that locks the host. If this is the case,
what is it?
