Horizontal Line Question

I have a report that lists the various classes in the detail section that
participants have registered for. Is it possible in the detail section to
have three horizontal lines under the class list so that individuals can make
comments or changes if need be?

I tried putting them in the page footer, but of course, it then ends up at
the bottom of the page and for appearances, it would be nice to have it
positioned right under the itemized list of classes.

I think the participant group footer section would be the
best place for the lines.
 
That's perfect! I was trying to put it in a detail footer and a report
footer last night with less than desirable results. Thanks so much.
