Horizontal and vertical nav buttons display differently

Created a web using shared borders and the default theme, and set up
horizontal nav buttons in the top border and vertical ones in the left
border. All was fine, with the nav buttons showing up as nice boxes with
text inside. Through an act of incredible stupidity I deleted the shared
borders and had to recreate them. Now the horizontal buttons in the top
border are fine, little boxes, but the vertical nav links are simply
underlined text, as if they were a normal hyperlink. Why isn't applying a
theme working for all the shared borders?
 
Select your shared border nav bar and right click it to set its properties

Entirely too much time spent starring at the screen. Indeed, text was
selected, not button. Duh! Thanks.
