Are you trying to do this in a table? Vertical and Horizontal alignments are
used in forms and reports.
If you are in a form or report, odds are that you probably only have one
object selected. Make sure you use Shift and click on the other object that
you want to align with. Both objects need to be selected.
I am in forms and reports and have ensured there are multiple objects selected.
The horizontal and veritical alignment tools are still greyed out and I
cannot find them in any of the toolbar correction options. Someone suggested

there are keyboard shortcuts to align, you could try this as a test, just to
see if the functionality is there when the toolbar is greyed out.
To align a group of controls so that their tops line up horizontally use Alt
+ O + T (after you have selected the controls)
to align them vertically use Alt + O + L
