What's the purpose of this variable anyway? It's usually the same as
%userprofile%, but sometimes it's not set at all. What's the logic to it?
What is dependent on it, as compared to what is dependent on %userprofile%?

This article may help.

%homepath% can be the same thing as %userprofile%, but not always. Windows
NT 4.0 and earlier treat %homepath% differently when on a network.
Something to do with drive mapping. I used to use %homepath% instead of
%userprofile%, but have changed because of a tip pointed out by David Candy.

More explanation here...
Connect home directory to root of the share

I use these when posting, %allusersprofile%, %systemroot%, %userprofile%
and %windir%, because I never know what drive or if it's a
WINDOWS or WINNT folder and %userprofile% is easier to type than
C:\Documents and Settings\Your Name Here.
