homepage file

Where is the file stored for your homepage because every
other way i have tried it will not let me change it it
keeps saying "the operation has been cancelled due to
restrictions in effect on this computer, please contacnt
your system administrator" but i am the system
administrator
how do i change my hompage manually through the files all
i need to know is where the file is stored and how to
change it could you help?

Carl, while in Internet explorer select Tools> Internet Options>Under
General Tab you will see Homepage>Address Field. Just type in the
homepage address you want or go to the homepage and
choose Current.
