Is there any way to stop various websites from setting
themselves as the home page without user permission?

There is a program out there called Browser Hijack Blaster
which will alert you if your browser settings are being
changed by an outside source. It will give you a choice of
accepting the new change or stopping it. It works very
well for me. You can find it at http://www.cmwebworx.com
in the Downloads section. Set it in your start menu and it
will run when you start Windows.
