Every time I change it...it just defaults back to this

How can I get rid of this?

You have Spyware/Virus installed.
Download BOTH of these programs Adware and Spybot S&D,
they are both free and do an excellent job of getting rid
of spyware, however sometimes one catches things that the
other does not.

Also make sure you have you anti-virus software installed
and it is UP TO DATE, I also recommend a software
firewall suck as Blackice Defender or Norton Firewall.

To add to this comment - SpyBot has a feature that will "lock" your default
web site so it can never be changed by a web site.

Not quite right. The Spybot feature is there to prevent other * users *
from changing the home page. Since it's just a registry setting, any
malware can "unlock" it as easily as Spybot can "lock" it.
