Home page keeps changing

I have set up my homepage to be the website for my ISP.
but occasionally I find that it has changed to
www.handbook.com. When i find this has happened I will
change it back and it will stay for a day or so, but
eventually it will revert to the other site. What do I
have to do to keep my home page were it's ment to be?
 
First eliminate any scumware.

How to stop home page changes::::::
FIRST
Use your current Anti-virus software to remove any virus.
Update and run spyware/adware/virus programs to clean
computer first.
SECOND
Set desired homepage in Tools > Internet Options.
THIRD
Open Spybot S&D program.
Press the Immunize button.
At the bottom of scroll area find and turn on:
[X] Lock IE start page setting against user changes
(current user).
Make any other desired changes.
File > Exit

Check Tools > Internet Options and find home page buttons
are unavailable. Tried this on 10 pages that ask to
change home page and each was defeated.
