If the option to change your homepage is locked...
If you use Spybot S&D, open Spybot in Advanced mode and check the Immunize
settings. You may have placed this restriction inadvertently.
If not ... go to Dealing with Unwanted Spyware and Parasites:

"Various Registry Fixes" here's a REG file to unlock this option.
Next check for parasites and other malware which may have caused
this, if Spybot didn't, or if you can set a homepage but it changes, work
through the solutions (CWShredder, Ad-aware, Spybot) at
http://mvps.org/winhelp2002/unwanted.htm Also note the security
tips on that page.
