Home page change and IE launches while using netscape navigator

The home page keeps changing to
http://tjar.com/passthrough/index.html?http://www.msn.com/
This site loads all sorts of advertising both in the
favorites and in pop-up windows also to Microsoft Outlook.
Dleting it does only works until you restart.
I tried to delete Internet Explorer and could not.
Started to use Netscape Navigator and at every webpage
Internet explorer opens with a similar site.
How can i clean it up an get ride of this offensice site.
