Home network with static IP addresses

Hello,
I have 4 systems (2 W2K, 2 XP) that are running DSL with
their own IP addresses. The only way I can connect to each
is by entering their \\IP\Share from run or create a
desktop shortcut. I tried assigning them to a workgroup
and some systems see the other PC's but will not/can't
connect to them. The problem is when I want to let's say
do a backup to another computer I can't from within backup
but have to backup to a local folder and then copy to
another. This is an extra step. Why can't I see them in
Network Neighborhood? Works (should say doesn't work) both
directions; W2k to XP or XP to W2k

Do the PCs have unique computer names?
Are you running any firewall software or XP's built in firewall? If so turn
it off.
Is NetBIOS over TCP/IP enabled on all PCs?
 
I am running Internet Security and more tweaking there got
me going. Thanks for the help!
