If a reoccurring meeting is created, and one of the
instances falls on a Holiday.

I.E. I create a meeting to be held on Mondays, and one
Monday in about 3 weeks has a holiday. As of now Outlook
does not do anything.

Is there a way to have outlook notify me that this has
occured, and can it offer me a way to move that instance?
 
as to the second part, you can delete an individual occurance and not the
recurrance by selecting to delete the occurance and not the series.

As for the second part, you could set your holidays as out of the office and
when you go to schedule it will say there is a conflict in your schedule.
