I have been working on trying to resolve this for quite a while today and through what I have read at Microsoft along with what is posted in the discussion here, I believe you are only able to view Holidays when using Outlook2000 --in the EVENT or CATEGORY view.
I installed/uninstalled the holidays several times, with the same result. I have downloaded the update to get the next years holidays, but was still only able to see them in events or categories. In all the responses from Microsoft, why don't they just say you can only view holidays in those two views, instead of continually saying download the new holidays. We really want the holidays to show in the view of DAY/WEEK/MONTH.
Thankfully, after reading many of these threads I was able to import a file from http://www.calendar-updates.com/ that worked for me.

Holidays have always displayed in the day/week/month view. I do not
understand what you mean by they don't display. What version of Outlook are
you using?
