When I compose an e-mail in HTML format in Outlook 2003, select a
font, apply a style and/or insert a picture the e-mail looks fine
however when I send it to someone or to myself it is received as plain
text.

The mail format option is set at compose at HMTL and the "Read all
messages in Plain Text" under e-mail preferences, is not checked. Any
ideas what may be my problem? Thanks

Did you check the recipient address properties? THat's another place you can force a message to plain text.

For the past day I have researched the Microsoft Help site and Google
concerning this problem and came up with nothing that would help. I
uninstalled and reinstalled Office 2003 and started a new .pst file to
no avail.

As I stated I can compose a HTML e-mail but when I send it to another
one of my accounts within Outlook that should display HTML content,
the message is returned in plain text as it does when I send it to
another person. In one instance I shut down my PC and re-started it
and VOILA I could send myself HTML messages, I then opened and closed
my different programs to see if any would disable sending HTML and
there seemed to be no problem. However, I am now back to square one,
for no apparent reason I cannot again send in HTML. Something is
going on between Outlook 2003 and my system that is causing this
problem.

In frustration I may just pack up the software and return it to
Microsoft for a refund. Thanks for your help.

The Recipient address properties say "Let Outlook Decide the Best Send
Format" as opposed to plain or rich test.
