When installing Norton Internet Security 2008 to Dell Inspiron 8500 laptop to
upgrade NAV 2003 I received the registry permissions error described in
Symantec Document ID: 2006091318102013

This article said the HKEY_Classes_Root registry key did not have proper
permissions and instructed to add Administrator and System to the permissions.
The HKEY_Classes_Root permissions only had Everyone with Special Permissions.
When I added Administrator and System to the HKEY_Classes_Root permissions
following the instructions in this document, it broke file associations so
that desktop icons were generic, and programs would not run. In Safe Mode,
the System Restore screen was blank and unuseable.
I had to follow Microsoft article KB307545 to manually restore registry.
What caused the missing and/or changed HKEY_Classes_Root permissions?
Why can't I add Administrator and System permissions?
