History does not delete

Drives me crazy because it works sometimes, if I sign off
and restart my computer, but that doesn't always work.

Close IE and delete History from Control Panel | Internet Options.

Possibly your History folder is corrupt:
[XP\2K]
Log on as Administrator and delete the desired <username> folder(s).
[example]
"C:\Documents and Settings\username\Local Settings\HISTORY"
