hints on reinstalling Windows Installer

Tech support for a vendor product I'm trying to install
told me that a problem I was having installing their
product was caused by Windows Installer and recommended
that I download it and reinstall (MSIW).

The version available for download appeared to be
identical to the one I already had installed, but to be
certain, I re-downloaded it and attempted reinstallation.
The installation did not succeed, generating a
message "service already started" when I ran the program.

Any hints on how to successfully reinstall the Windows
Installer?

First, thanks to Torgeir for his quick response.

I'm running Windows 2000 professional with service pack 4
installed. I tried all four of the remediation methods
suggested in the Knowledge Base article 319624 as well as
running 'msiexec /regserver' after doing all of the
remediations, but there still seems to be a problem with
the installer.

Identified symptoms include:

1. daily reloading of the Cumulative February 2004
Security update.

2. Norton Utilities and Anti-Virus will not install, with
an uniformative dialog box that doesn't specify the
details of the error.

3. CodeWright programmer's editor will not install, with
no dialog box to indicate nature of error.

4. A 16-bit windows service fails to initialize a DLL (I
have not yet tracked down the failing component--the
system event logs don't identify the service or process.)
While this may not be related to the MSI problem, this
problem appeared after reinstalling MSI.


I've used a stand-alone version of Norton Anti-Virus and
web-based versions of McAfee Virus Scan and Trend Micro's
House Call, none of which identified a viral infection.
I've also run Swat-It and SpyBot and not found any trojans
or spyware.

I'm trying to avoid a full reinstall of windows and all
service packs and updates, but am starting to run out of
options.

Anyone with a new idea? Thanks in advance.
