highlighting or drawing over an image

What I am trying to do is scan and import an image of a text document into a slide, highlight over a selected portion of the image or place a box around a portion where the box lines are visible but inside of the box is transparent so that I can create a call out of the selected portion of the document. I've got the scan and paste part down, as well as creating the call out itself, but anything I try and place in the image blocks that portion of the image itself. I apologize if the question is too basic, but I'm new to PP. I am using PP 2003. Thanks
 
Select the box and then click on the paint bucket tool at the bottom of your
screen and assign "No fill", or go to Format > Autoshape and change the
color to No Fill.
