highlight picture

good morning. I use Front Page 2003 and would like to put a picture on the
web page so that when you run the mouse over the picture, the picture
highlights. Do you know how to do this in easy-to-follow steps?

Create two images -

1. The normal image
2. The highlighted image

Apply an image swap behavior to the normal image to swap in the highlighted
image.

Open it in a graphics editor, and change its color balance/opacity/levels.
Then save it.

2. how do you do the swap thing?

Select the image in FP2003 (I don't know about earlier verions) and apply a
swap image behavior.
