high resolution virtual desktop?

Some video card driver has a virtual resolution that allows the desktop to
have a higher resolution than the monitor. It would then let you scroll
around in this desktop when you move your mouse to the edges of the monitor.

My current video card driver doesn't have this feature. Is there a vista
compatible software to do this that is independent of the video card?
 
Vista does not support such a feature natively. I can't say I've heard of
such a utility that didn't come with a video card.

It has been many years since I tried Virtual Dimension so I don't know
if it has this specific feature; however, both ATI and nVidia have their
software utilities to include the feature that you want (but you need to
install their software suite, not just their driver that is just one
component of that suite):

You could also ask in the alt.comp.freeware group for suggestions.
