High Process When Frontpage 2000 is used on user

One time I've used the frontpage 2000 on an ordinary user account, the
process went high upon accessing an frontpage extension 2002 IIS website.
But when I will use an admin priviledge account and open the same website, I
found it working. need your help on this.
 
The folder "http://Website" isn't accessible. The folder may be located on
an unavailable volume or protected with a password. See:
