High CPU usage regardless of what is running

I have a relatively new Dell XPS M140 -- It seems that no matter what
is running, the total CPU usage is always at 100%. I have run various
Antivirus programs (Adaware, Spybot S&D, Housecall) and found
nothing. I have tried to end the processes in the Task Manager, but
even if I do, another process takes up the slack and it immediately
maxes out again.

I have gone to Services, stopping everything one at a time and
observing the Task Manager -- nothing.

I have tried rebooting in Safe Mode -- still maxes out the CPU.

I have tried going to the System Configuration Utility and "Disabling
All" Startup Items -- when I restart, things are still maxed out.

I've also tried a System Restore, but it is always unsuccessful.

Any suggestions?
 
It is actually different processes. If I end one process, another one
seems to take its place. It is usually svchost.exe -- when I end that
process, it is services.exe.

If I open Explorer, it's iexplore.exe or explorer.exe.

Just always at 100%.

It's got to be some kind of nasty bug you got. I had this experience
one before when I got infected with some bug and every time I did and
end-task it would just reappear as some newly renamed .exe. No matter
what I did, it kept coming back. What are you using for Spyware
detection and removal. In my case, I had to actually go through the
recovery console to zap my baddy but you might be able to run a scan
with Adaware or some other Antivirus in safe mode. Some of these bugs
don't have as much system control when in safe mode so removal often
is easier though not always guaranteed. While I am not the biggest fan
of Adaware 2007, it's gotten better since it was first introduced some
odd months ago. Run your A/V update to current definitions and
patches, reboot and fire up safe mode and try a scan with A/V and then
with some anti spyware / malware scanner.
