hiding task bar

I use hide the task bar. However...sometimes when I put
the cursor down to pick up the task bar....I cannot.

My email address: is (e-mail address removed)

Any help out there? Would be very much appreciated.
Also I use Norton Security. Windows 200 takes 2 minute
plus to load.
My computer a 233 pentium 256mb ram. I am on wirless at
300mb.

This happens when the shell (explore.exe) is busy. Open task Manager and put it to processes tab so that you can see the drop in System Idle. Then just keep that open during one of these episodes. You will likely see that when this happens System Idle is close 0.

Try hitting the "windows" key to pop-up the start-menu/taskbar.
