My temporary internet files come up on searches and virus scans by my antivirus software, but I cannot get their through explorer. I click show all files and I am an administrator, but when I go to the file, which is C:\documents and settings\home\local\temporary internet files there is no folder "local".

Folder Options -> View tab
Make sure you don't have the Hide Protected Operating Systems File check box
checked.

The only reason you should have a "home" directory in your Documents and
Settings folder is if you have a User called "home". There is, however a
c:\Documents and Settings\LocalService folder (at least on my machine). You
may also try looking for this folder under the "All Users" folder.
