Hi I'm doing a database of patient information which needs to be inputted
either by myself or from another hospital, either by email or over the web.
Infopath seems slightly more user friendly for designing forms, but does it
offer any serious benefits over access forms?

Access - by itself - is not ideal for a web-enabled database. You can
use an Access database as the storage repository and build an ASP
page, or (especially using A2003) use XML (with a lot of programming).

Note that patient information data, especially when it's on the web,
requires a *LOT* of possibly complex security to meet the stringent
legal requirements of the HIPAA patient-privacy act. Don't just throw
something together or you may be subject to some pretty heavy
liability!
