Did you ask AOL if this thing belongs to them?
If it does not, then it is probably some spyware junk.
Have you ever run an Anti Spyware program to remove
spyware from your system? If not then I suggest downloading,
installing, updating, and then scanning your system with either
one or both of these programs:

Ad-aware 6.0 build 181

Spybot - Search & Destroy 1.2

Did you check with AOL to see if that
hfoosblbtdr tool bar belongs to them?
If not, then you might want to check in
Control Panel | Add or Remove Programs -
and if you find it listed in there and see if
you can try to unistall it.
If it is not listed in there, then you could try:

Control Panel | Internet Options | General tab -

Delete all cookies
Delete all temporary internet files
(include all offline content)
Remove all Downloaded Program Files
To do that, you click on that "settings"
button and then click on the "View Objects"
button and then right click and choose remove
for all of them, if any, one at a time.
Close the Downloaded Program Files window,
Click OK to the Settings window.
Now clear History

Now click on the "Advanced" tab at the top
of Internet Options.
In the browsing section, uncheck the box for
"Enable third-party browser extensions (requires restart)"
Click "Apply" and then "OK" at the bottom
of Internet Options
Close out of Control Panel
Restart the computer
See if that tool bar is gone.
Still there?
Do you have a functioning, XP compatible, updated
Anti Virus program installed? If so, then scan your
system for viruses with it or try using one of these
free Online Anti Virus scanners:

Panda ActiveScan
http://www.pandasoftware.com/activescan/

TrendMicro Houscall Anti Virus Scan
http://housecall.trendmicro.com/

Other than that, I am out of ideas short of a
format and clean install of XP.
