On my new laptop with XP Home SP2 already installed, there is a folder
inside the WINDOWS directory. The folder is called $hf_mig$. Inside
are a bunch of folders, one for each of the updates that were
pre-installed.

Are these the actual update files?
Is there any point to burning them to CD? That is, could I use them
to update a different computer?

Do I need to keep them?
Do I need to keep the $hf_mig$ folder?

Thank you.

Don't delete the $hf_mig$ directory as this is a general distribution
release store. The others are hotfix and service pack uninstall routines. If
you're sure you'll never need to back down then you can delete them. You can
delete the keys for them from;
HKLM\Software\Microsoft\Windows\CurrentVersion\Uninstall
or use the Add/Remove Control Panel applet to remove the entries.
