Looking at building an old PC for MAME use only. Was wondering if it's
possible to use by old AIW 128 with DOS only yet force the video out
into TV mode.
From what I remember when using it i'd always have to hook up the
monitor first then disconnect or something like that?

Any help appreciated.

Just use Windows98 MAME... simple and will work fine... easier to load
up games too... usually.

DOS is the best OS for low spec MAME machines. It also boots up very
quickly. This is going to be a dedicated cabinet so the simpler the
better.

Any Idea about the card, DOS and TV out?

Well... no, on the video card. We're past the 1990s... I used to run
3D acceleration drivers for VGA cards to improve QUAKE and other early
3D games with 3DVirge... yep it helped a lot for DOS games.

But if you look at todays cards, Windows or Linux or other modern GUI
is required. Get Windows running, run the game in full screen, should
work.

MAME is usually used for OLD games... so a 500Mhz P3 CPU is able to
handle most arcade games just fine for those made before 1996...
overhead of Windows98 is not really an issue.
