Ah wizards, gotta love em. They can make complicated processes easier for the
novice, but they often make assumptions about what to do that produce undesired
results.
Access is always using a workgroup file. It's just that by default, everyone's
workgroup file is System.MDW which (out of the box) does not require a login prompt.
When you use the security wizard it creates a new workgroup file which will require a
login prompt for use with the secured MDB file it is creating. All fine and good.
The assumption the wizard makes is that you want to make this new workgroup file your
default workgroup file and that is almost never the case.
The solution is to use the Workgroup Administrator tool to change your default
workgroup back to System.MDW (most likely located in your Office folder). The
utility executable is named WRKGADM.EXE and it may be found in various locations on
your hard drive depending on your version of Office and other factors so you might
have to do a search to find it.
Most of the time when using secured files, you would leave your default MDW as
System.MDW and use command line arguments to specify secured workgroup files only
when launching MDBs that require them.
