Is it possible to blur or censor a section of the footage?

Yes, you can apply one of the effects for the footage. Select the Video
Effects on your left pane, the list of effects will show up. Drag one of
the effects, there is also an effect called "Blur" to the clips on the
timeline you want the effect to apply.

yeh but this blurs the whole frame i only want a small amount of the fram eg a head....
