One of the most powerful features in Excel is its dynamic nature, so it is
often best to enter the values you want to work with in cells and then do the
calculations in other cells. In your example, them means then you should
enter the value .7 in another cell, say A1 and then instead of =E1/.7 you
would write =E1/A1. If you want to be able to copy this formula so that it
uses the value in A1 on all rows of column F, modify the formula to read:
=E1/A$1 or =E1/$A$1.
The dollar signs mean make the reference following them absolute, don't
allow it to change when copying.
