Maybe Norton is what disabled the Active X support, have you checked Norton
Antivirus Options to be sure it hasn't disable ActiveX?

Open IE, go to Tools, select Internet Options, go to the Security tab,
select Restricted Sites, click sites, be sure none of the sites you are
prevented from accessing are not listed. If they are, select them and
remove them from the list.

Click Internet, click Custom Level, exactly what are your ActiveX settings
and at what level are the settings, medium, medium low or low.

You might try placing the sites to which you are having trouble gaining
access in the trusted sites list. Click Trusted sites, click sites and add
the sites from which you've been denied access.
