Programs aren't blocked. If the application was installed in some other
user account, since most applications were not designed for a multi-user
environment, you usually need to install that application in your own
account as well in order to gain access. If your account is a limited
account, it will have to be changed to an administrator account for the
purpose of installation but can be returned to a limited account status once
installation is complete.
