You can use it on 2 PCs if you don't use it at the same time. Otherwise you

I understand that you can't use it on 2 PCs.
The definition of "use" means "installed". So if it is installed on both PCs
but only used ("run") on one PC at any one time, it is still against
license agreement. Correct me if I am wrong.

Its only allowed to install to a second *portable* device. So installing it
in 2 desktop PCs is still against licence agreement
